Skimmer Outdoor News 2009
There are not many on the water with the Striped Bass fishing experience that Captain Al Lorenzetti has. Through the years Captain Al has developed a live bait Striped Bass rig that has been extremely effective. Because Striped Bass feed head first the rig keeps the hook in the perfect position for easy hook ups and minimizes gut hooked fish.
Al uses a Mustad Ultra Point 8/0 live bait hook with a duolock snap to keep the bait in place wich also makes the rig IGFA complient. The leader is 60 pound pink Ande and is attached with a Trilene
knot.

DEC Changes 2008 Recreational Marine Fishing Regulations
New Season Dates, Size Limits and Catch Restrictions For Fluke and Porgy
ALBANY, NY (05/07/2008; 1656)(readMedia)-- The New York State Department of Environmental Conservation (DEC) today announced changes in recreational fishing regulations for summer flounder, also known as fluke, and scup, also known as porgy. The new emergency regulations are effective immediately and include new size limits and other management measures to help achieve harvest reductions that are required by federal authorities to protect New York's fisheries.
Please see the attached table for season dates, minimum sizes, and daily possession limits.
Reasons For The 2008 Fluke Changes:
New York State must comply with the interstate fishery management program for fluke, which calls for a significant reduction in the 2008 harvest of this popular flatfish. This is necessary to account for coast-wide over-harvesting of fluke in 2007 and to help achieve stock rebuilding targets set forth in the fluke fishery management plan (FMP). Seven of nine coastal states under the FMP exceeded established harvest quotas last year. According to data collected by the National Marine Fisheries Service (NMFS), New York anglers harvested 667,000 fluke in 2007 – exceeding the set limit of 430,000. As a result, NMFS pressed the states to adopt management measures in 2008 that are more conservative, as a means of ensuring that harvest limits are not exceeded.
DEC Commissioner Pete Grannis and other state officials have been strongly advocating for changes to the current system of quota allocation, data collection, and management planning in order to make the process more accurate in assessing the health and harvest of the coastal fluke population. To date, no changes have taken place, but New York has committed to continuing these efforts.
Commissioner Grannis said: “New York stands ready to do what is necessary to rebuild our coastal fluke stocks, but the process must be fair and equitable. We believe the appropriate measure at this time is to have one set of consistent rules for the entire coast that will provide for rebuilding of the fishery, address any confusion about different restrictions on border waters, improve compliance, and foster a more rapid rebuilding of fluke populations.”
After considering all possible options, and consulting with DEC’s Marine Resources Advisory Council, Commissioner Grannis approved regulations that will reduce New York’s harvest by 64 percent - a move that should keep New York within its harvest limit. DEC has already implemented harvest reductions for commercial fluke fishing, and when combined with the recreational emergency regulations announced today, will be satisfying the requirements of the FMP for New York. Failure to do so may have resulted in the federally-forced closure of our recreational and commercial fisheries for fluke.
Reasons For The 2008 Porgy Changes:
New York is also a participant in the interstate fishery management program for porgy and is required to set limits for 2008 that will reduce harvest. This is necessary to help achieve stock rebuilding targets set forth in the fishery management plan (FMP) for porgy. According to a trawl survey conducted by NMFS, a 53 percent harvest reduction is required of both the commercial and recreational fisheries. DEC has already implemented harvest reductions for commercial porgy fishing, and when combined with the recreational emergency regulations announced today, will be satisfying the requirements of the FMP for New York. Failure to do so may have resulted in a federally-forced closure of New York’s recreational and commercial fisheries for porgy.
Porgies are managed similar to fluke in that each state has been assigned a recreational harvest limit that it must not exceed. However, the states of New York, Connecticut, Rhode Island and Massachusetts have adopted a regional approach to managing the porgy fishery. The four states combine their limits and each state adopts regulations that are consistent with one another. This approach prevents the disparate state regulations that currently exist in the fluke fishery.
Different regulations are provided for passengers aboard licensed party and charter vessels in order to foster the “for-hire” fishing industry. Fish caught on these vessels account for about 12 percent of the porgy harvest.
Public Comments:
DEC is proposing to adopt the emergency rules as permanent. Public comments on the proposed rulemaking may be sent to DEC by July 7, 2008, for consideration. Comments should be submitted to fwmarine@gw.dec.state.ny.us or by mail to: Fishing Regulations, DEC Marine Resources, 205 North Belle Mead Rd., Suite 1, East Setauket, NY 11733-3400.

This season fisherman will be faced with the highest fuel prices ever. To add insult to injury the price of lead in the last few years has risen dramatically as well. Next time you're in a tackle shop don't be surprised by the price of that bank sinker.
For the second year now Mike Mcgrath and Friends have been pouring their own sinkers and drails. Over the past year these frugal fisherman save up scrap lead from tire balance weights, fishing jig heads and small scraps they find.
Before the melting and pouring process began the production team enjoyed a meal and discussed their individual jobs to streamline the work ahead. With a crucible of melted lead and four molds the team worked the night away producing enough Bunker snags, bank sinkers and banana drails to last a season saving hundreds of dollars.

Alexandria, VA—February 28, 2008—The American Sportfishing Association (ASA), the sportfishing industry’s trade association, is showing its support for summer flounder anglers by assisting the Save the Summer Flounder Fund (SSFF) in raising money for their efforts. The Fund was founded by a coalition of individuals, angler groups and businesses in the Mid-Atlantic states whose livelihoods are dependent on a healthy and vibrant recreational fishing industry.
ASA, along with its members American Rod & Gun and Henry’s/Big Rock Sports, is contributing to the Fund by donating a Mako 17-foot, center console boat with accessories to be raffled off on June 28, 2008, during an SSFF event in Brielle, New Jersey. Tickets will be available at the ASA/Eastern Fishing & Outdoor Exposition Saltwater Fishing Expo, Garden Sate Exhibit Center, March 14 – 16, in Somerset, New Jersey. The price is $20.00 per ticket. The monies raised by ASA will go towards scientific research regarding summer flounder stock assessments and management.
Mike Nussman, ASA president and CEO, says, “Rebuilding our fish stocks goes hand in hand with good fisheries management. As an association, we have been, are and will be on the side of using the most up-to-date and reliable science in order to manage our fisheries. This applies to both fresh and saltwater species.”
Nussman further said, “ASA supports provisions that not only aim to end overfishing of all species, but also aim to minimize the adverse impacts of fisheries management measures on communities who depend on recreational fishing. With the summer flounder stocks in the best shape they have been in for the last 40 years, it makes little sense to put people out of business today so that we can provide them with better business in five years.”
David Arbeitman, owner and president of the Reel Seat, Inc., Brielle, New Jersey, and a founding member of SSFF says, “I am encouraged that the American Sportfishing Association recognizes and understands the problems facing anglers in the Mid-Atlantic states. I want to thank Mike Nussman, ASA’s Board of Directors and the association’s members for their contributions to help our efforts to apply better science to the summer flounder problem.”
The raffle follows New Jersey rules for games of chance. Tickets for the raffle are available at the Saltwater Fishing Expo, on the SSFF Web site and at selected tackle dealers. Entrants must be 18 years or older to enter. The winner will be responsible for picking up the boat at the designated dealer. There will be no cash in lieu of the boat. For questions about the raffle, contact David Arbeitman, the Reel Seat, at (732) 223 – 5353.
Surf Sling
If you fish with bait from the surf, the Surf Sling is for you! Made of ballistic nylon, this completely rust proof surf belt accessory is designed for use with surf rods and their longer handles. May also be used for plugging and for walking the beach.
When fishing from the beach with bait it's so important to keep the rod in your hand at all times so you can feel the most subtle of bites. The Surf Sling allows the angler to hold the rod for extended periods of time by distributing the weight of the rod to the Surf Sling. The Surf Sling is fully adjustable for comfort, and has a quick release which removes the rod holder portion when not needed.Click Here to Purchase Online
